This is a big issue. Either put additional bollards or start enforcing regularly. It does not help to have someone check once or twice a day when this is a constant problem.

It also does not help ONE BIT to have someone come by and check 12 hours later. If you didn't check out something like this within an hour, you should be honest and just respond "This wasn't important enough for us to look at." I know you're out there late in the evening. It doesn't take much effort to regularly swing by the places you know are problems.
