Agreed this is a persistent issue

The water has receded.

Catchbasins at that intersection are connected to a large underground drain pipe, but that pipe collects water from about 18 city blocks all the way up to river street and might not have enough capacity to handle the heaviest rains. And for locations close to the river, the amount of water kept in the river can affect how quickly pipes can drain to it. That type of flooding should be temporary and hopefully only limited to the street.
