Thank you. That is interesting. It appears there are certain areas in Oakland that locals use as a kind of trash pickup substation. The example that comes to mind is Davis St where it zigzags at the the backside of the Peralta Mansion Park. People dump stuff there almost daily. If the city of Oakland wants to discourage such behavior, something like signs warning of the consequence of illegal dumping plus setting up a video camera could help.
