Description

1) the red lights going South on Rhode Island Ave between Rhode Island Row and N Capitol St NE are not in sync increasing delays. 2) the number of construction backhoes driving on the roadway from Maryland cause major delays. Why are they allowed to be used as commuter vehicles?
