Description

There's this guy who drives around on a yellow lawn mower, pulling a wagon. I know he's trying to earn a living, but will typically drive on the road, obstructing the flow of traffic, causing hazardous conditions for himself and other drivers. I've reported him numerous times, but unsure if he's been ticketed or warned yet.
