At least once, I have seen the north/south pedestrian crosswalk signal at Washington Circle & 23rd Street change to "Walk" and begin its ~30-second countdown while the signal for cars to proceed counterclockwise on Washington Circle was still green. The conflicting signals lasted long enough for drivers who had a green light to nearly strike pedestrians who had a walk sign.
