The same car parks here several nights/week. The owners of the car walk down the street and enter a house with a San Anselmo address, although they park their car within the San Rafael boundary. The car makes it difficult to back out of our driveway. Is there a restriction which prevents people from leaving their car parked overnight in San Rafael?
