Thanks. Still trying to understand how a recycle bin becomes "Out of Order"? Is it just too full? Seems "street recyclers" would solve that problem. What exactly is wrong that someone needed to tape up both bins?

Walked by this bin again yesterday, and it is STILL marked out of order and ful. I realize three months is a bit fast for you Oakland, but how about getting off your collective butts and do something for a change.
