There is an auto mechanic working at the end of the block; most of the cars are his. They are all in varied states of repair, some of them he's had on the street for months (years). The scene is inviting to others who want to leave their broken down cars there. There are some people living in their cars (recently). There are businesses (including ours) that are having a really difficult time getting large delivery trucks in and out of the neighborhood (*we're mostly steel workers), and there is no parking for our employees or customers. It's not really about getting rid of him or his operation - it's about curtailing it to just in front of his place instead off all over the block. And the people living in cars with no wheels is bad for everyone, as they are also leaving lots of trash all over the area as well. They are recent adds.
