Who can I contact when my neighbors dogs are outside barking for hours? This is a violation of the new noise ordinance 16.069 222-9 and it happens daily at 280 union street. Thank you for any help

There are two possible places to call depending on time.
Mon-Fri 8am-3:30pm, Animal Control 201.547.4888
All other times, and holidays, JCPD 201.547.5477
Animal Control Officers can observe the condition and write the ticket, and we are on duty 8a=8p 7 days a week. All other times, JCPD can respond.
To my reading the noise ordinance does not apply, as it seems specifically directed to human produced noises, machinery, loudspeakers, etc. There is an ordinance specifically for this purpose.
§ 90-19. - Noisy dogs.
No dog shall be allowed to unnecessarily disturb the peace or rest of persons residing in the neighborhood wherein it is kept or harbored or otherwise become a nuisance.
To write the ticket we need:
- Name and address of the dog owner or person responsible
- Date and time of the offense
We can do this if we observe the offense - so call us when the dog is barking.
Alternately, witness testimony is ok. Best is a video recording showing the dog which is barking, if it can be taken safely. The person taking the video would ultimately be necessary in court - but most tickets are settled by a plea agreement before trial.

the municipal code was changed in june, it now states:
16.069 222-9
I. It shall be unlawful for any property owner or tenant to allow any
domesticated or caged animal to create a sound across a real property line
which unreasonably disturbs or interferes with the peace, comfort, and repose
of any resident, or to refuse or intentionally fail to cease the unreasonable
noise when ordered to do so by a Noise Control Officer or Noise Control
Investigator. Prima fade evidence of a violation of this section shall include
but not be limited to:
1) Vocalizing (howling, yelping, barking, squawking etc.) for five (5)
minutes without interruption, defined as an average of four or more
vocalizations per minute m that period; or,
2) Vocalizing for twenty (20) minutes mtermittently, defined as an average of two
vocalizations or more per minute m that period.

As per the previous comments, Animal Control and the JCPD can issue the noisy dog violation. Please call when the violation is occurring.
