Description
Through out the complex there are 3 different types of curbs, 1 has a deep red painted curb from the asphalt to the top of the curb, these I consider legally marked curbs in obvious access areas, the 2nd are only painted at the top in a light red with paint drops running down the sides,( obviously hand painted with a roller and not done professionaly.) these are conveniently located in front of hoa board members town homes no where else throughout the complex. The 3Rd are raw concrete, The hoa director claims the entire complex and every roadway throughout it is a city designated fireLane. She had a neighbors car towed away for parking in front of his own garage because it's a "fire lane" this curb was not painted at all. ( he was waiting on his son to come park his car after getting home from the hospital after open heart surgery). She will have vehicles towed while they are in the process of loading and unloading there vehicle. All under the premises that these are "CITY REGULATIONS". What can be done to stop this. Can this be investigated. I know that curbs illegally Marked by red paint where the city has not designated them to be so comes with a nice fine. Perhaps this will stop this from continuing.

In addition to Section 22500, no person shall stop, park, or leave standing any vehicle, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device along the edge of any highway, at any curb, or in any location in a publicly or privately owned or operated off-street parking facility, designated as a fire lane by the fire department or fire district with jurisdiction over the area in which the place is located.
The designation shall be indicated (1) by a sign posted immediately adjacent to, and visible from, the designated place clearly stating in letters not less than one inch in height that the place is a fire lane, (2) by outlining or painting the place in red and, in contrasting color, marking the place with the words “FIRE LANE”, which are clearly visible from a vehicle, or (3) by a red curb or red paint on the edge of the roadway upon which is clearly marked the words “FIRE LANE”.
