Description

The vast majority of the back yard/properties on Valley Road look like trash. The entire block needs a major makeover.

This is what happens when they are mostly rentals. The landlord doesn't care and the renters figure if he doesn't why should they. It's not just that block, this the mindset problem all over the town.
