Is there really a need for the Stair?
Wood just rots and poison wood it so bad for the environment.
I recommend removing wood treads and going with a sloped path.
The slope seems minimum given the distance between the railroad tye material.
The gravel material drains well and can handle raindrops.
If there has to be a stair make it with stone. This will last much longer decreasing future labor costs and City of Oakland workers can work on more important issues..
