I called Norfolk cares center after 30 days they said they turned it was turned over to dominion power who has additional 30days to fix issue. As of 10/23/2016 lights are still out.
Unfortunately, we are unable to process your request without the 9 digit pole number found on the pole. The number should begin with NO and a series of letters and numbers following that. Have a Wonderful Day!
