Description

Homeowner has left one of his recycling bins on the sidewalk for over 3 weeks. Damaged bin ends up in front of neighbors' house and passerby throw garbage in it. Homeowner doesn't care and adds to the litter problem by throwing plastic bottles in the tree surround daily.
