The problem is that these lights usually have the more traditional red/yellow/green pattern one expects at an intersection like that one. The lights aren't working properly and need to be adjusted. It's a terrible intersection.
On the other hand, it may be that having the lights messed up is forcing people to slow down. I have no idea. It'd be interesting to study. But not if it means there are car wrecks in the meantime.
