I'm part of the Scenic Streets of Oakland volunteer group. We try to clean & maintain the vegetation on the 24 on & off ramp areas. The ramp area is State property controlled by CalTrans. City can't do anything about this situation. Over the past several months a routine has developed; CalTrans asks them to leave (that's all they can do) so they move but return shortly. Two weeks later same deal. The pile of stuff under the overpass on Claremont opposite Hardy Park is where they store their stuff during the time that they're gone from the off-ramp. This pile of stuff is on City property.
