As far as I know, there is no city ordinance that mandates an owner of a property, who owns a dog, must incur the expense of replacing the fence surrounding their property with a fence that is greater in height of their dog when it stands on its hind legs, nor do I think there is an ordinance defining a dog barking viciously vs a dog barking non-viciously, therefore, I am confused as to why this issue is being submitted on this app when there is no evidence of the dogs being a menace to the neighborhood by actually leaving the property.

I believe there is a potential safety issue because as we walked by their yard there are bushes and you don't see them. Once we got past the bushes they both jumped up which was quite frightening and they can reach their heads over the top of the fence. If I was any closer to the fence I could have been bitten. I would not want to be the one blowing that off as no issue if some kid walks by a little to close and something bad happens. I don't think it's worth that risk.

I understand your concern, but to my knowledge, those dogs have been on the property for a while and have never caused any harm, they always remain on the property. In reality, there is more danger of a child being harmed by all the cars blowing stop signs in this city then there is by the dogs. But still, perhaps the owners can be asked to deter their dogs from jumping up on the fence, which is a somewhat extreme behavior of a dog.
