Work continues at that house. No permit. Owners hire day labor to build an room extension. What does it take to have the city of Walnut Creek to come out and make sure that all the neighbors are safeguarded against this homeowner who allows contractors who are not licensed who come in and tear out walls and build an extension on a home with zero permits
