THE POOL AT THIS ADDRESS IS DISGUSTIONG. IT IS HALF FULL OF DISGUSTING GREEN WATER, NO DOUBT BREEDING THOUSANDS OF MOSQUITOS

Code Officer C Gallagher did address this issue but is unable to verify as the fence does block the view of the pool. There is what's called an "expectation of privacy" so the Code Officer cannot take pictures "over" the fence.
If a neighbor has a clear view of the pool, that neighbor may invite Code Officer Gallagher into their yard so that this case may proceed.
