Someone has placed a huge Capital Waste Services dumpster in the middle of the alleyway off Norton Street behind the 1300 block of W. Leigh St. (Behind the old Magpie Restaurant) It is blocking the entire alleyway making it difficult for homeowners to get to their homes.
