A city of Raleigh traffic signal technician monitored this location and checked all detection loops. The side street detection is currently working but is marked to be recut. You are correct about the time of day plans but during late evening hours this location goes into a free run state which means it operates by vehicles present. The city technician noticed that left turning traffic stopped past the stopbar (solid white line across the lane). This will prohibit the car from being detected, and the driver will have to wait for another vehicle to pull behind them.

Thanks! Just wanted to check. I may not have been there late into the evening for the free run state to kick in. I didn't see the loops clearly cut into the pavement so I wasn't sure if there was any detection from the side street.
