It may be best to call this in tomorrow, I do not think that any city department that can correct this situation monitors this site. You may want to start with the mayor's office 203 946-8200, they will be able to direct you.

Unfortunately, these types of issues occur. Fortunately, this syringe lacks a needle. The public should be careful when dealing with possibly hazardous litter.
