The best way to deal with this is to call 911 and ask for a welfare check they will send EMTs to check him out.

FYI: For future reference, ALWAYS call 911, or preferably (510)777-3211 - if calling from a cell phone. 911 will route your call to the CHP-Vallejo office.

Thanks everyone...I do know and have called. I'm actually documenting daily how come this area is so filthy....so I was shocked to see this and wanted to not only call but document it...which SeeClickFix does...so I did call...no worries there....

That the good thing about SCF it is documented. OMG trying to get people not to litter I have had guns pulled I have leaner to keep my shut well most of the time.
