I called the police and also spoke to 2 officers on the street. They responses, incredibly, were that a) it wasn't against the law (it is!) and b) that they couldn't address the issue because they wouldn't "....have time to ticket cars if we went after every bicycle." Meanwhile, a man in a bike in the sidewalk rode past and I asked the officer if he could at least tell the man to get off the sidewalk and give him a warning. The officer refused.....

They don't even ticket cars!!! What do they do?

The issue persists and will get worse in the warmer weather. When you say something to the riders, some going fast and weaving around pedestrians, little kids, pets, etc. They either speed off or stop and get belligerent.
