Or you could say it's on the West End of Hartford, because it is literally on the dividing line between the two towns.

This median is literally on the dividing line between Hartford and West Hartford, but I've been told by the adjacent school that it belongs to Hartford, not West Hartford. .

There is an agreement between Hartford and West Hartford on the maintenance and care of Prospect Avenue. North of a certain street, the City of Hartford has control, and south of that street, it is in control of the Town of West Hartford. With this particular issue, it is the responsibility of the City of Hartford.

I don' t know the exact cross street where it divides, it might be Park Street/Park Road. Not sure.
