this has been 4 days We called & the dispatcher of NHPD stated this isn't a police matter. I have witness Parks & Rec every morning drive by with there large trucks and no one stop to address this issue. I would have moved it as if the can was blow down the street or something but I believe this was dumped now at East Rock. We really need a sign (MAYBE the student to work for the summer might be able to make a nice bright cheery sign STATING PLEASE KEEP OUR NEIGHBOR CLEAN NOT DUMPING, LOITERING OR RELEASING ANIMALS) just a thought.

We did call cops they said to call public works.....and it is still there

And it is heavy... no smell so I do not think it is a dead body...but not looking. We think it came from 53 or 63 Rock they are both missing a blue bin now and are both doing constuction and cleaning.
