You can report anything on SeeClickFix but in the situations you mentioned I'm afraid you won't find using SeeClickFix very helpful. Those are timely matters and need to be addressed by the police
and/or animal control, in the instance of barking dogs, while they are happening.
I will forward this to the Police department in case they have other options for you to use.
