It was there last winter when the leaves were picked up and it was not towed then, hence the mess in the gutter.

Drove by there three times this morning and never saw a vehicle covered with a tarp.

The vehicle is a white Honda at the Corner of Claremont and MacArthur, no where near the 1500 block of Nottoway and is actually on MacArthur Avenue on West side of MacArthur Avenue.

As I stated originally above, it's parked on MacArthur - I went one street too far south on the Click Fix map. The click fix tool would not give me an exact address on MacArthur so I picked the street that would - but yes, Taz is correct - it's located at the corner of MacArthur and Claremont, on the SB side of MacArthur.
