It looks like the beginnings of a sink hole, but it's hard to know without digging around a bit. Just thought it should be checked.

Q. What size is the pothole?
A. about 12 inches in diameter, 3 inches deep at the center
Q. Is the pothole in the gravel or asphault?
A. Asphault
