Trash, graffiti, damaged electrical meter. This section of the "Manchester rail trial" on frontage road under 293 is dangerous to walk on and very dirty. I would never bring a child down there to gain access to the trail. You can only imagine the type of people that hang out under a bridge creating this mess. I would also highly recommend not bringing dogs for the fear of stepping on a heroin needle. The people in the surrounding neighborhoods have heard that Manchester or Walmart were going to finish this section of rail trail.. Is that going to happen and when? The neighbors to this mess have been keeping the side of the road clean but under the bridge is way to much.

This issue has several components that involve several different separate entities. This portion of the trail is not maintained or owned by the City of Manchester. Some of the graffiti you have provided pictures of is is on a State owned bridge. For future reference, the NHDOT Bridge Maintenance Division can be reached at 603-271-3667. I have phoned them and reported this instance.
I have written a letter to the property owner at 565 Gold Street (E&R Cleaners) citing City Ordinance 99.03 along with a Graffiti Removal Authorization. Per DPW policy, the city will remove graffiti on buildings within the City limits if it is in public view, however we do not go on private property without a release or owner consent.
The utility poles and the electrical meters are the property of Eversource and the City is not responsible for their repair. However, I have reported these meters to our Public Utilities Coordinator and he will report this to Eversource. For future reference you can report these issues directly to Eversource at 1-800-368-7764.
Again, this is a State owned trail and the City is not responsible for maintaining it. With that said, there has been $1.5 million secured/earmarked to finish this portion of the trail with construction probable in 2017 or 2018. The engineering design is presently in progress. Eighty percent of the funds are being provided by the State of NH and a portion of the remaining twenty percent is being portioned between the City of Manchester and Walmart.
