I think that worker seems to have sufficient concerns about safety equipment. I am glad to see the safety glasses and hearing protection. I have watched a crew Jackhammering in my street for two days, without wearing any safety glasses, hearing protection, or hard hat. They spent two days and a cloud of dust with gravel and rock flying. Now that's a workman's compensation claim waiting to happen.
I am glad to see that this worker in your photo has the good sense to wear basic safety equipment.
I would guess that this is more of a personal issue of any legitimate safety complaint.
I hope the DPW worker in this photo does not take the bait and feel the need to respond. We know you're doing a good job.
