You know how to take the complaint. You dont seem to know how to investigate the complaint. 311 is a joke

Holy @#$%. Do you guys ever go investigate these? Cmon, you wait overnight and its gone on arival? 311 is a joke! We are left with vigilantism when our police refuse to respond, right? Do. Your. J. O. B.

I can tell you what the problem is, unfortunately. If you submit the issue as "Bicycle Lane" it will often not go to "Traffic Control" (the ironic name for the department that is only allowed to ticket vehicles that are parked) but instead go to the Pedestrian and Cycling department. They are a planning department, so they don't check their ticket cue very often. Instead, report a Parking Violation, and they will ignore the issue a bit more quickly. Also, Police will not ever respond to a 311 ticket. They will, however, respond if you call 911 and report that a vehicle is blocking a lane of traffic, which is 100% true. If you specify that the lane of traffic is a bike lane they'll tell you to call 311, which is very hypocritical.
