facing prospect st, the left lane and straight lane should be all in that left lane, to go up buckley or prospect st. the right lane should be for right turns only. we cannot turn right on red when people in that right lane are going straight up prospect st. they block others from turning right on red. the left lane has to wait for the red light anyway so left or straight, they wait for the light and we, in the right lane can proceed to turn right on red and eliminate traffic backup to the overpass

Looking at the phasing plan the Prospect EB left turn lane should be green a green arrow with the Prospect St thru-right turn. Then the protected green arrow drops out to allow Prospect WB to go green in a permission mode.
The Prospect St EB right turn lane is restricted during the red phase with a No Turn on Red. So shifting lanes to make the right lane only for right turns will not help your idea.
Keep in mind there are 3 intersections in close proximity that need to move traffic.
The other questions regarding the Presnal Bridge (dry bridge). The Chicopee St WB onto Meadow St has the right of way. You are correct coming from in the intersection at Wilson onto Meadow has to yield to the Chicopee St traffic. MassDOT controls this intersection and they feel this is the correct yield/right of way movement. I agree with them. There is a smooth progression from Chicopee onto Meadow. The 'Wilson' thru movement from the intersection is almost perpendicular to Meadow St.
