Superb idea.
Make the block of Orange between Court and Chapel a pedestrian mall, as long as there are accommodations for delivery trucks to the businesses that don't have rear alley access.
Make it a "shared street" - low speed limits, 2-way bicycle and pedestrian traffic, and occasional car or delivery use if people are willing to go at 5 miles per hour.

The complex of City Hall, 200 Orange St. and the Federal Building cannot take much parking on Church St. so people use Orange St.. There is a little park already next to the bakery and the bike shop. The front of City Hall is nicely designed, with Amistad statue, view of activities on the Green, City Seed, etc. I think you have little understanding of the needs of that area.
If you do make the changes you want.. then what will you do with the traffic and parking needs for the City Hall complex?
neighbor, all the concerns you raise are very valid. However, I think that we need to begin to move beyond prioritizing cars and those who drive them. Perhaps limiting parking around city hall would work to encourage those who work and visit there to use alternate forms of transportation.
Dankscf, alright.. I think you must live and work downtown. But let's say you were successfuil in rerouting the downtown traffic.. like they've done for the new pharmaceutical company.. Let's say you've rerouted traffic so that people who want to go to the 9th Square of Orange St.. go left and Elm, then right on State,, and then right again back to Orange and then left. And let's say that the people who use a car to get to City Hall, for marriage licenses, paying traffic fines, meetings, getting copies of birth certificates, etc. park, umm.. hmm where? (This actually is Dilieto's fault, because that Financial Building was supposed to be ramparage parking, but they sold it out).. ok, well.. I guess they just have to cruise around downtown to find a space during business hours and then when they find one they have to walk over to the City Hall.. this means handicapped people, people on lunch hours that can't skip a day of work for whatever the task is. Or maybe you mean they should take a bus.. so that means creating new bus routes.. but then.. on a lunch hour from the other end of town , on a lunch hour.. you have to get to the stop, wait,, maybe the bus is late.. get to the Green, walk, wait in line for your task.. run back to the bus stop,, wait.. get the bus.... and.. skip lunch?
Actually,, it's sad that most people think only about their own pleasure and convenience and not about the population as a whole.
