Upper parking area of Richmond Beach Saltwater Park has been difficult to enjoy past several months. Each time I've come here to enjoy the view of the Puget sound from the comfort of my car I am surrounded by young adults or teenagers smoking marijuana in their cars. Due to the smell I usually have to leave at that point. Last 8 times in a row I've visited the park this has been an issue. Either the parking lot is already full of people smoking or shortly after I arrive people show up to smoke in their cars with windows open. It was my understanding that all Shoreline parks are smoke free parks.
