The Daily paper article, 6/25/16, reported capping the moat bottom near the UV outflow to isolate the clean water from the bottom. I recall that the trench they dug to install the new pipe some time ago did reek of a similar septic smell.
Perhaps the ground is contaminated all along that old pipe path. Maybe $800.000 worth of bleach could sanitize the whole thing. I would expect that the pipe trench would contribute the human pathogens we should be concerned with and not so much the dog and goose droppings on the moat as usually incriminated. I need to be convinced that tests that measure a harmless bacteria should be used a criteria for closing the beach.
