No, actually it hasn't been removed. It was temporarily covered over several months ago (NOT by the city), but the former tenants of 40 Downing have been scraping off the paint covering the graffiti, and parts of the mural are visible again.
The graffiti mural is still an issue that needs to be addressed by the city in a permanent fashion. Thanks!
