The lack of pedestrian and bike-friendly improvements to the Boulevard is an ongoing problem, and not only a this highly (foot- and pedal-) trafficked intersection. Several years ago, I approached the City (previous administration) about pedestrian signals at the intersection of the Boulevard and Post Rd. (Rt. 10 and Rt. 1). A pedestrian is hit around there every few months or so. I was told that the City can't do a thing because those are state roads. Fair enough, but surely there are mechanisms for municipalities to advocate for those sorts of improvements.
I won't hold my breath for any pedestrian- or bike-friendly improvements from the state, particularly along the Boulevard. But how about a multi-use path along the West River, or between the road and the line of trees there? Seems like it would be a relatively inexpensive way to create a non-car route from the Hill to Westville Village.

FYI -- I received an email from the State this morning regarding pedestrian access along the Boulevard, specifically at Columbus Ave.:
Dear Mr. Werlin,
This is regards to your May 30, 2015 email regarding pedestrian amenities at the intersection of U.S. Route 1 (Orange Avenue/Columbus Avenue) at Route 10 (Ella T. Grasso Boulevard) and Davenport Avenue in the City of New Haven. Due to the age of the existing signal equipment, the Department has included this intersection in a future project to replace the existing equipment and to install pedestrian amenities. The project is scheduled to begin in 2020.

I responded this morning as follows:
Dear Mr. Pittman,
Thank you so much for your response. I'm copying here Doug Hausladen, the City of New Haven's Director of Transportation, Traffic, and Parking, as well as several of our local alders, in the hopes that the State and the City can work together to find a short-term solution to this problem. Given the frequency of fatal traffic accidents involving pedestrians at and around this intersection in recent years, it seems that some sort of creative solution ahead of the scheduled 2020 project is in order.
Just this morning on my way to work, as I walked my bike across Rt. 1 at Rt. 10, I witnessed a case manager from Columbus House -- the nearby housing agency and homeless shelter -- assisting a client with a disability to cross the intersection. The next fatal accident here is just a matter of time.
I truly appreciate the constraints on your department's resources, but I urge you to consider any possible options for mitigating the inherent risks for pedestrians and cyclists at the intersection of Rt. 1 (Columbus Ave.) and Rt. 10 (Grasso Blvd.) in the short-term.

Given the 15-month response-time on messages sent to the State, I'm looking to the City to advocate for us and/or try to deal with this a bit more expeditiously.
