This shouldn't be a surprise to anyone at this point. I've commented before that at some point one of these dirt bikes or motorcycles is going to jump the curb and hit an innocent resident, or pop a wheely and and end up going through the windshield of an oncoming car. We're fortunate that the child wasn't hurt more seriously.
The dirt bikes ride with impunity. The no-chase policy is a joke. This will probably cost the city big-time. If I were the parents I would sue the city. The city knew, or should have known, that allowing dirt bikes to ride in city parks is a real risk to residents and by not chasing and not enforcing the law the city has de facto encouraged this behavior.
The other joke here is that the police are asking for the public's help; the public has been asking for the police's help for more than 5 years and for more than 5 years the police and mayor's office have given this issue nothing but lip-service. To be sure there have been a few high-profile arrests, but by and large the phone calls to the non-emergency number are not answered and the posts on SCF go unacknowledged. Very sad.

A dirt-bike rider hit a 4-year-old boy in Circuolo Park, then sped away.
The incident occurred around 4 p.m. Sunday.
Here’s what happened, according to police spokesman Officer David Hartman:
The child was playing by the sidewalk of the Fair Haven park in his mother’s care when a “reckless operator of a small red- and black dirt bike” struck him, then sped north.
Officers and EMTs arrived at 4:09, and the boy was taken by ambulance to Yale-New Haven Hospital. He had fractured his leg.
So far cops haven’t succeeded in locating the rider or video footage. They ask anyone with information to call police at 203-946-6304 or 203-946-6316. One witness described the dirt biker “as an Hispanic man, heavy-set, who wore a black shirt and black cargo style shorts. He has curly hair and a reddish colored beard.”

I just posted a dirt bike/ATV issue and I don't see it. I'll post again.
I am north of Rte 80 and the dirt bike/ATV issue is as bad as ever. No police past Rte80 and when we ask for patrols, it's like we're being given a favor. Ridiculous.
Did anyone see the 9/16 photo of the 9 yr old driving his dirt bike through Ashmun Park? Register titled it "out for a spin"! What?? It's illegal and they're encouraging it. All it does is rip up open space.
