This dumpster is more of a problem as the alley gets full of snow and ice rocks and puddles. Someone commented that I should just call the trash company. Which I believe is Hartel. But I'm not sure it's my business to call about somebody else's dumpster. I'd hate to see somebody take out a windshield are debt their car because the dumpsters in the alleys right away. I've noticed that that sometimes there's a long line of cars in the alley parking in this area waiting to pick people up for events held at the building. The location of the dumpsters makes it a narrow passage for everybody.

It's not "somebody else's" dumpster, it's Hartel's, a private company. Their employee likely carelessly set it there with the truck after emptying it. It's their deal to move it out of the thoroughfare instead of leaving it in an unsafe location. It makes more sense to call them than to post it on this site intended for local gov't.
