No, I know that divided area where the oncoming lane does not have to stop. This was a single lane area, and the car passed me on the right as I stopped for the bus, which was in the oncoming side of the street. The bus driver honked and waved to get them to stop, but the driver ignored her.

I figured as much. Guess I was holding out hope for New Haven drivers!
