The city will follow up on this.
The couches are close to the sidewalk, and are definitely on city property.
The path itself is under the jurisdiction of Laney College. The city will investigate who is responsible for removing this garbage.

As of Tuesday morning, there is a van parked just off the bike path.
As of Monday, the city does not know who is responsible for these problems. It is possible that the city can pick up the garbage on the path. It is possible that Laney has that responsibility.

Public works is contacting Peralta College, since Laney may be responsible for this path.
Sabrina Jones is looking into this and may know more in a day or two.

The second couch was picked up this morning, and there was less stuff blocking the path. The stuff was off of the path.
I suspect that the city or Peralta did some cleaning up, and talked to the residents about keeping the bike path clean.
This is encouraging.

The couch has been picked up, which is why the ticket was closed.
The city will contact Sabrina Jones and find out the status of the rest of the garbage.
I mentioned that the tent city does extend onto city property via a broken fence near the path.
The Oakland Fire Training Division is on the other side of the fence.

After discussing this report with Public Works, we decided that this job would be closed, since 2 couches were removed near 4th St.

When I complained to Caltrans about flooding of this path, I received the same answer. Caltrans has given all rights to Laney, and their lawyers say they have no legal responsibility.
I still haven't found a person with Peralta who can handle issues related to the path.
