Description

A City of Richmond easement at the rear of 1705 Commonwealth Ave is not being maintained by the city. There is grass/brush that is approximately 7 feet high. This is not an alley it is an unmaintained easement. There is a utlitiy pole and also some type of concrete encassed utility underneath the brus. Weed trees and briars and grass have created an encampment for homeless people who use this area to eat / sleep/ defacate / and drink and do drugs and other illegal activities. October 23 2012, the police had to be called to remove someone who had started sleeping here on a regular basis. This is an unsafe condition for the residents of the 4500 block of Fitzhugh and the property owners adjacent to this easment. It is not an alley it is an easement owned by the City and the City of Richmond needs to cut this brush down and remove the stumps of the weed trees and get to the root os the brush so that this area can get cleaned up and will not grow back. This unmaintained easement is in violation of city of Richmond codes regarding excessive grass/brush height and trash/debris. It is creating an unsafe condition. The city of Richmond is in violation.
