Thanks for bringing this issue back to life! I can vouch that Captain Bliven's original deed giving this property to the City is in the Engineering Office, as is a 1960 tax map clearly showing Bliven Ct as a city street. I have copies of these somewhere. I will look for them!

Newport Police should be called whenever a vehicle is blocking a street. NPD has been apprised of your issue.

What about the cobblestone installed where there used to be a street? I don't think you can ticket those...
