If the people at this address didn't dump the stuff there themselves, they are the victims of a crime, not the perpetrators. Yes, it's easier to send them a citation than to catch and prosecute the criminals, but blaming the victim is not justice, although it is the approach that the City of Oakland has often taken, which is a shame.
