According the the city of Burlingame website citing the California vehicle code, the owner living locally has no bearing on the matter. Any car not moving more than 1/10th of a mile in a 72 hour period is abandoned and subject to towing - this car falls under this rule

Dear SP1967,
I would like to set up a face to face meeting to discuss this issue. The fact of the matter is the Corvette and Jag were towed today. After the cars were towed, the owner came to the police department, obtain a release, and picked up his two cars at the local tow yard. He lives in the area so he parked his car in his neighborhood. I look forward to meeting with you, discussing the issues, and collaborative finding a solution to your problem. I will be closing this thread because it appears this issue cannot be solved over the web.
