I visited the home yesterday afternoon. The city has no jurisdiction on private property about trees infringing on someone else's property. A resident has the right to prune, trim or cut any limbs growing over the property line as long as the integrity and health of the tree is not compromised and making sure not to trespass onto the neighbors property to do so. A discussion between neighbors should be arranged before any pruning begins so all parties involved are aware. If that option doesn't seem to resolve the issue, a small claims suit can be filed with the 24th district court.
