Description

The traffic signal is functioning, but the Westbound to Southbound left turn signal from 40th to Telegraph turns green every time, whether there is a car waiting to turn or not. It stays green for a long time, even beyond the East bound left turn signal. As a result, cars waiting to continue eastbound on 40th st wait longer, and the back up in front of BART is getting really bad. We counted 17 cars there waiting at the light last night, beyond the next intersection. There is no reason the West bound left turn signal could not be responsive to a vehicle waiting, and could not be much shorter! Please fix.
