I went ahead and reported the graffiti vandalism on the Union Pacific Railway Signal Shed (DOT# 749-715U) to the Union Pacific Police Dispatch (888-877-7267) in Nebraska.

The Union Pacific Railway Signal Shed is still covered in graffiti.

5/26/16 update: Union Pacific Railroad has repainted their signal shed and concrete blocks.
Please close issue -- while graffiti is absent. Thanks.

Real credit for the clean up and thanks must go to Oakland City Services, BART, UPRR, and SCF.
My contribution was small.
It's rare to see this area free of graffiti and litter. Hope it lasts.
